Heart Palpitation Tingling Finger

After his last AUCTION IS DANGEROUS DESERT AGAIN DOWNWARD

It is now clear to all the crisis in the market for real estate transactions.
Le innumerevoli aste deserte, per la vendita dell'area comunale di oltre 15.000 mq, acquisita per realizzare il Parco della Cesanella, and then "enhanced" to development, are clear evidence of the inability to continue to use the leverage of the use of land in order to balance the municipal budget.
revenue expectations for the sale of the lots were entered in the municipal budget, for initial amount of € 3.3 million, later reduced succesivi with slight declines.
Meanwhile, many citizens, and also the Province of Ancona, by act of council n.207 of 20/05/2010, submitted comments to the specific detailed plan of public initiative "Cesanelli Park" - option 2009 - under Articles. 4:30 LR 34/92.
investor has the deal were not available, even abroad, despite the marketing efforts undertaken at various territorial levels.
Faced with this situation, the solution does not seem to be to try to sell the building site, despite the crisis at any cost, because you would get a fee insufficient to bridge the financing gap created in the budget, and will wear a significant portion of territory, making it less healthy or depreciating the many apartments built with a view of the "park".
serves at this point, a radical reversal of the financial planning of the municipality, because they are clear warnings of hard times for local governments.
Indeed, federalism, which should lead to greater financial autonomy for municipalities, tax is not yet operational, and by Decree Law 78/2010 were anticipated cuts in state transfers to municipalities, which should have been compensated with a concomitant greater fiscal autonomy for municipalities , for which in fact were further limited economic resources available for the exercise of many basic functions conferred on the municipalities themselves.
it still make sense to cash in with the exploitation of land to development?
Many local authorities and many regions have already put this question, and replied in the negative, starting with a radical work of rationalization of own costs of operation, starting with those for managers, to unify the various offices and authorities in scope, these supra-municipal scale.
We hope that in Senigallia begin a collective reflection and constructive, not polemical, or political around these issues are important to the future of the territory, and those who live there.

What Shocks Should I Get For My Ranger

plant and its turbogas: UCCI, UCCI, smelled ...

public and I get this interesting article, this is what is happening within walking distance from our coast. Some ideas for personal reflection.
It will still make sense to speak of Blue Flag?

Claudio Brocanelli

"The Ministry of Environment expressed favorable to the creation of offshore regasification terminal that API Nova Energia will build a Falconara . The decree, which was signed last Friday, expressed favorable opinion of environmental system and at the same time, it also contains the requirements that the company must comply with regard to the regasification terminal. [...]
The importance of the LNG terminal project had spoken Ugo Brachetti Peretti, president of the APA, during the meeting last July, underscoring that the initiative was a strategic together to create the two new power plants for the future of the company and territory. [...]
The total investment amounted to over € 200 million that would become central to the 600. [...]"
http://www.corriereadriatico.it/articolo.php?id=112443
The company certainly would like to thank the territory do not think so!
But in addition to damages, there is also a joke ...
The regasification make even if they work. They said to " Report that users will pay for a service that may not be paid. This explains why if they want to build that many. "We look at this act of 2005, the Authority for Electricity and Gas: with Article 13 shall, in case of non-use of the plant, covering a share of 80% Revenues of reference. means you build a regasification terminal, you have little or no gas is needed for your establishment but take the same money. Who pays? us with the gas bill. "
Without take into account that (for example) in 2008 through the API " CIP6 ( http://it.wikipedia.org/wiki/CIP6 ) was" mush "6.4% of the subsidies paid to " treated plants ( them that have produced electricity from renewable sources not from petroleum but from blast furnace waste from refineries, et similar) which in total have received nearly 4 billion euro, then API has received more than 250 million € (note that in the first place is that Edison, 35.3% received nearly 1.4 billion euro ) ...
What do you think ... opinion in favor of the realization of this LNG terminal by the Ministry of the Environment will have a report with the opinion (which should arrive between late August and September) that the same ministry (along with the Cultural Heritage) will deliver the project on Central turbogas Corinaldo ?
Do not forget the project (during the preliminary investigation) of the French GDF for the construction of a regasification terminal off the coast of Porto Recanati ...
where it should end up all this gas?

turbogas CORINALDO: The dangerous signs of nuclear power plants and oil drilling

Our beautiful Marche region and our beautiful country ITALY, are crumbling under the blows of the devastating senseless projects related to energy production.
They think that nuclear is the answer.
think that drilling the coast to 5 km, is a solution.
think that incinerators are the solution.

How should move a municipality and a State virtuous?

We must try to reduce energy consumption does not increase production with new sites that destroy the 'environment and ecosystems of the earth.

We must try to empowering our homes, reducing consumption and wastage of energy by encouraging domestic production with photovoltaic panels, geothermal, wind and solar thermal.

It 'better to install panels on a 200' area suited to 'agricultural production by subtracting that area or set up any home with 3 or 4 panels to make it independent?

because the communists do not start with this practice by making self-righteous public buildings? Why not start the first instance by the government?
Why waste energy and money in useless exercises that do not benefit anyone but then who is going to build?

Our company is extremely energy-consuming, not to think of a sound policy to reduce consumption and will lead inevitably to the destruction of our country, a fierce contamination.

stop buying goods and goods that come from 'elsewhere in the world and revive the' local economy. We live in a region where we are almost self-sufficient, we live of our productions. But .... moving containers from one side to 'the other world.
And to make this drive even faster, build infrastructure Pharaonic devastating.
region in 20 years time we will have a "toll", the scene of a crossroads of cheap goods that will move from north to south, from south to north.
And here let alone pollution for our children, for our land.

I leave you with this message, we speak of Corinth and more ... its beautiful valley and how they want to destroy it.

To begin, a little update:

Did you know the following news a few days ago?

http://www.ilsole24ore.com/art/tecnologie/2010-06-23/corte-costituzionale-boccia-ricorso-195600.shtml?uuid=AYvSAa1B

I think this may create a dangerous precedent ( which, among other concerns directly to the candidate as a possible nuclear site, San Benedetto del Tronto ), just read the steps:
The Constitutional Court said "in part inadmissible and in part unfounded" the allegations contained in the application of 11 Regions on the division of legislative powers with the State on nuclear power. The motivation will be filed in the coming weeks. The Constitutional Court
was asked to rule on matters relating to the allocation of legislative powers between state and regions in terms of nuclear electricity production, with regard to the content development of the law.
Look said in a statement that "the applicants (regions) considered unconstitutional certain provisions in the enabling Law n. 99 of 2009."

It 'good to read the Constitution of the Italian Republic to the art.43 and 117, which provided below for matters relating to the matter "energy":

art.43: "For the sake of general utility the law may treat beginning or transfer, by means of expropriation and compensation, the State, to public bodies or community workers or members of specific enterprises or categories of enterprises, which relate to essential public services or sources of energy or monopoly situations and have the nature of primary interest. "

Above: Art

.117: "Legislative power is vested in the State and the Regions in accordance with the Constitution and with the constraints deriving from EU and international obligations.
The State has exclusive legislative powers in the following subjects:
... (Omitted)
matters of concurrent legislation are those relating to: international relations with the European Union and the Regions; foreign trade and protection and job security, education, the autonomy of educational institutions and with the exception of education and vocational training, professions, science and technology and innovation support for productive sectors, health ; power; sports; civil protection; territorial government; ports and civil airports, large transport and navigation; regulation of communications, production, transportation and distribution of energy, complementary and supplementary social security; harmonization of public accounts and coordination of public finance and taxation, promotion of cultural heritage and environmental promotion and organization cultural activities; savings banks, rural banks, credit companies on a regional, land and agricultural credit institutions in a regional character. In matters of concurrent legislation, the legislative power vested in the Regions, except for the determination of the fundamental principles, the law of the State. " Regarding the Central Turbogas of Corinth, where the competent ministers will consider (as is likely) the draft national interest, through the Ministerial Decree and by the Constitutional Court (the previous high of above), could "override" the Regional Environmental Energy Plan (PEAR), thus approving the project.

I remember that the competent ministers regarding the approval or otherwise of the project are Central Turbogas Corinaldo:
- Minister for the Environment, Land and Sea: Stefania Prestigiacomo
- Minister of Heritage and Culture: Sandro Bondi
- Minister Economic Development: Silvio Berlusconi (ad interim, having taken the place of Claudio Scajola).

I also remember that the President of Marche Region, Gian Mario Spacca, in a public meeting held in San Michele al Fiume just before the last regional elections, has admitted to being "called to Government House to change the PEAR.

Finally ... the couple Scajola (resigned for the investigation G8 http://www.repubblica.it/cronaca/2010/04/29/news/perugia_gli_80_assegni_che_accusano_scajola-3695898 s http://it.wikiquote.org/wiki/Claudio_Scajola ) - Prestigiacomo ( http://blog.lasiciliaweb.it/wp_postit/?p=213 and see. page Annex "Entrepreneurship" subsequently deleted from http://it.wikipedia.org/wiki/Stefania_Prestigiacomo ) in the last 95 years has given new oil drilling permits in Italy : 71 on the mainland and 24 in the Mediterranean ( http://www.repubblica.it/cronaca/2010/06/18/news/trivelle_italia- 4937699 / and http://www.beppegrillo.it/2010/06/la_prestigiacom.html and see. THE SALARIES OF PARLIAMENTARY ADVISERS AND EXEMPT FROM REGIONAL FINANCIAL AND WHY '? GREEN ENERGY

because the communists suffered cuts the budget package and do not propose a bill to reduce the indemnities of Parliament and Regional Councillors?

The financial crisis generated by the debt produces severe effects on the daily lives of all citizens, but certain niches survive welfare steel, guaranteed for certain categories of public administrators and managers.

Differences between the emoluments of some, than others, are increasingly large and unmotivated.

The economic measure of the Government (DDL converting Decree No 78/2010 - Act S. 2228) provides, inter alia, Art. 5, paragraph 7, the zero allowances and other emoluments received in any form for the directors of mountain communities and unions of municipalities. Relying on the cost reduction policy, it also cut the directors and municipal councilors, while you continue to appoint new Ministers and Secretaries of State.

Administrators local Italians have the lowest allowances Europe: in the municipalities up to 3,000 people a Mayor earn up to € 1445 gross for 12 months in Italy, 1,600 euro in France, 2,000 € for 14 months in Spain. A Councillor may receive € 217 in Italy, 624 € in France, 870 in Spain. A City Council receives a token for each meeting of the City Council in Italy € 18 and € 31 in Spain.

annual net salary of parliamentarians and of € 144,000.00 in Italy, to 62,779.00 in France, to 35,051.00 and 84,108.00 in Spain in Germany.

The 42 members of the Legislative Assembly have regional gross compensation charge - based on € 7,607 per month, plus the allowance that varies according from € 2925 gross per month to 585.18, and the gross monthly allowance equal to 2602.02.

The 122 former regional directors receive annuities from 20% to 50% of monthly gross. Since enough five years of contributions for the pension, the contributions paid by Directors do not cover the pension fund, with an imbalance in annual spending for 2010 of € 3.1 million, and will grow.

The staff at the disposal of the Presidency of the Council of Ministers is about 4,500 units, 1,400 more than the organization chart and the total expenditure has increased from 3 billion and 621 million in 2006 to € 4 billion and 294 million euro 2008.

If the associations between the municipalities, movements and parties pay attention to civic values, and all citizens to unite in a movement like the one that collected the signatures to protect public water, we may be able to end this unjust distribution of the few remaining public money.

We hope that this idea has been collected and not between the good intentions remain unrealized, as the political ties and personal interests in the end prevail over any other consideration.

We did a bit 'of demagoguery? No, write about and how to save public money.
